When the PayPal express payment module is used a customer can pay without having registered at the store using the "Pay with PayPal" button on the shopping cart page.
The PayPal customer account data are then used to create an account in your OsCommerce store.
Now in Spain we have the characteristic that there are 4 provinces (Ceuta, Melilla, Las Palmas and Santa Cruz de Tenerife) to which should not apply VAT.
The usual configuration OsCommerce uses a tax zone which includes all Spain provinces except 4 to which VAT does not apply, in addition to the other countries of the European Union.
For PayPal Express to apply corrrect VAT if a client has not store account, the name of the province registered in the PayPal account must match the Province name used in the OsCommerce store.
Since in PayPal accounts exist a variety of different names that have been used in the list of provinces and old accounts of the early days of PayPal when province names were typed by hand, the names often do not match.
Examples:
In OsCommerce the official names are used by default:
A Coruña, Girona, Lleida, Bizkaia, Islas Baleares etc.
In PayPal until short time ago the Spanish names were used:
La Coruña, Gerona, Lérida, Vizcaya, Baleares etc.
PayPal recently seems to have changed the nomenclature but there still exist the difference for PayPal: Araba / Álava, OsCommerce: Alava
In older PayPal accounts we can find variations such as: St. Cruz de Tenerife - Santa Cruz de Tenerife, variants with or without accents,
Castilian names or official names in the provinmce language and even abbreviations like: en-ca for Catalunya etc.
Since there exist many older PayPal accounts with variety of nomenclature for Provinces, it is impossible to match all names of provinces and many transactions of this type end up not applying VAT.
This add-on solves the problem in a secure and reliable way.
The modifications are valid for Spain. However it is easy to adapt it for other countries such as the UK and tax exempt Channel Islands.
